Taxi Cab to/from Passenger Pickup Signaling

Traditional Taxi Cabs have a very limited set of tools to signal their status to Passengers trying to hire a Taxi Cab. Passengers are limited in how they can signal a Taxi Cab, crowds, night time bad weather, all create problems for the driver and passenger to find each other. Shared ride services (Uber, Lyft, Sidecar, etc.) all use GPS technology, to get near to the passenger. 

Hailing or flagging a Taxi Cab can be challenging for many passengers. The first item needed to be reviewed, what does the roof sign visible to a potential passenger? Taxi Cabs have a roof sign indicating a limited amount of information:

Which signaling works better? The lighted signs work when the simply mean "AVAILABLE". They generally apply to licensed Medallion Taxi Cabs, that can be hailed or flagged by a passenger.
